Roderick Watson, the contracting officer in question, faced serious charges, admitting to the bribery of a public official, underscoring his role in this corrupt scheme.

The conspiracy didn’t end with Watson. Contractors Walter Barnes and Darryl Britt orchestrated this elaborate operation, using subcontractor Paul Young to create a cloak of invisibility around their illegal activities. Together, they funneled illicit payments while desperately hiding behind shell companies and falsified invoices.

The bribes doled out at USAID weren’t your run-of-the-mill cash envelopes. They consisted of extravagant entertainment like NBA tickets and sophisticated impositions such as country club weddings. The conspirators even went as far as offering vital financial support like mortgage down payments and promising cushy jobs for relatives. It was a playground for the corrupt, with no expense too great when greasing palms.

Watson’s pockets weren’t left wanting—over $1 million in bribes flowed into his coffers. Political advocacy from the Democrats was rendered futile by this lurking malfeasance, showing that fervent support without accountability breeds corruption.

USAID, under protective oversight of Democratic policymakers, faced cuts from the proactive Department of Justice’s ethics unit, DOGE. An ironically telling 83% reduction saw USAID’s programs decimated—not due to some vindictive political maneuver, but hindsight demanding accountability for unchecked power.
